About Concealed Pistol And Permit To Purchase Training

“Firearms Safety Training.
An applicant for a permit to purchase firearms must provide a certificate of completion of a
certified firearms safety training program and an applicant for a CPL must provide proof of
completion of a certified concealed carry firearms safety training program. In addition to
requirements for firearm safety training programs under current law, the certified programs
must include live-fire shooting exercises on a firing range that include a demonstration by
the applicant of the safe handling of, and shooting proficiency with, firearms. Live-fire
training for the concealed carry firearms safety training program must include firing of a
minimum of 50 rounds of ammunition.”
House Bill Report
HB 1163 – As Reported by House Committee On:
Civil Rights & Judiciary
Appropriations

In other words, our representatives in Olympia have decided that you need certified training in order to purchase and/or concealed carry a firearm effective May 1st, 2027.

Washington State Patrol has interpreted this as creating 3 separate standards

Level 1:  50 or more rounds of live fire.  This training is good for All aforementioned requirements and renewals.

Level 2: 1 to 49 rounds of live fire.  This training is only good for permit to purchase(p2p) and P2P renewals.

Level 3: No live fire.  This is only good for P2P renewals under.

I have no doubt that there will be more online trainings available to cover permit to purchase, much like Sporting Systems Free HB-1143/I-1639 Firearms Safety Training Program (thanks guys). Unfortunately the live fire requirement creates a bit of a bottleneck that cannot be solved using the internet.

I will not take advantage of people who are having their rights infringed upon. I do however, have to pay my bills. Getting certified, insured, and running the admin side of this operation take time and money. My promise to you is that I will keep my prices for Concealed Carry and Permit to purchase training proportional to how much time and effort I put in. You as an American and a Washingtonian are owed this right, and I will do my part to ensure you have it. I hope to be your instructor of choice for future training which will help me keep these costs low.

STOP THE BLEED®

“STOP THE BLEED® is a national campaign to encourage bystanders to become trained, equipped, and empowered to help in a bleeding emergency before professional help arrives. It is a public/private partnership led by the Department of Defense and many other stakeholders.”
-STOP THE BLEED® Homepage

We live in a country full of guns, you might get shot. If you carry a gun, you could have an accidental discharge. If you work in the trades, life threatening accidents can happen. I sincerely believe that is your responsibility as a gun owner and concealed carrier to understand basic bleeding control. It is also a good idea in general. I cannot charge a fee for STOP THE BLEED®  due to the sub-licensing agreement. This is another class wherein i hope to make an impression so you may choose to train with me in the future. I accept tourniquets as donations to class supplies.

Firearms for all

We all have personal beliefs. I also must comply with the local, state, and federal laws. I cannot offer training to anyone who I know is:
A felon (who hasn’t had their rights restored),
Domestic violence misdemeanants,
non-resident aliens,
foreign nationals,
or unlawful drug users.
-Basically all the ones you check “no” on when buying a gun. Almost all of these are contentious topics for various reason, but I will abide by the letter of the law in all training I offer.

That said, it’s perfectly legal for someone of any given sex, race, sexuality, (nonviolent)political alignment, religion, or any other immutable characteristic to own and train with a firearm. I especially encourage those who feel like they don’t “belong” in the gun community, to train with me. It is your right, and we need every type of citizen represented in exercising this right.

Safety

There are 4 fundamental firearms rules. They can be phrased differently, some people add rules, some replace one with a different one; but the core rules to drill into your mind when training with me are:
1.) Treat every firearm as though it is loaded,
2.) Never allow your muzzle to cover anything you are not willing to destroy,
3.) Keep your finger off of the trigger until you intend to fire,
4.) Stay aware of your target and what is beyond, and around it.

Loaded, Muzzle, Trigger, Target.

Behavior is a safety factor. I have no interest in standing next to someone with a gun whose making threats or dehumanizing statements about others. I don’t want the immediate liability of being in the presence of someone making disturbing statements with a gun, and I don’t want the long term liability of having trained one either. Leave your bigotry, family issues, and political gripes at home. Threats of violence are an immediate no-go in my classes and you will be asked to leave.

If at any point a safety issue comes up, I reserve the right to terminate any contract, agreement, or activity we might be engaged in or have planned for the future.
